Only the CIA assassinates presidents, and they don't assassinate ones of their own.

Hell, even Noriega was spared.

Then why did Clinton bomb Iraq in 1993? The reason he gave at the time was that it was retaliation for an Iraqi assassination plot targeting Bush I.

No avoidance. The U.N. has alleged that Guantanamo detainees committed genocide and other war crimes.

We don't imprison people without a trial based upon allegations. Especially from the U.N.
