I used to think Illinois was the most corrupt state given three prior governors spent time in federal prisons and two served at the same time. And no, they were not all Democrats.
Then I read that the most corrupt state was Louisiana, based on the number of convictions.
This made me ponder the the criteria for corruption that is used by journalists. Is it possible that the most corrupt states do a better job of detecting and prosecuting corruption than the so called least corrupted states?
