Yes he did. The President actually uttered these words in a 38-minute
plus speech, on June 3, 2014 in Brussels, Belgium!
Listen in disbelief to the words of our president....if this does not
scare you as free minded citizens, I don't think nothing will.

Basically, Obama's speech talks about how what you're quoting is bad and it's an alternative to the freedoms we have.
Yeah the quote is taken totally out of context to distort, but reading the transcript neither will you see where Obama champions smaller government and increasing personal freedoms. His message has consistently been to increase the role of government in peoples lives.

I read that entire thing in context, and what I take from it is this. He's saying the founders believed that people should have a relationship with God, and freedoms are God-given, not government-given, and people can temper their own behavior through a personal relationship with a sovereign God.
In other words, he believes that way of thinking is backwards as he refers to it in a derogatory way. He believes in big government being sovereign, rather than a personal God.
