The difference is, its being ordered close enough to more easily conduct airstrikes. And its not Obama ordering it. The article makes that clear incidentally. Its the Defense Secretary. I suppose you could argue as the head of our military he ordered it, but if you read the article it says NOTHING about Obama ordering it. Despite your statement, and the OP's.

Not only as head of the military, but Hagel as an appointee represents Obama, and the positioning of forces were likely discussed beforehand, though we will not know until Hagel retires and writes a book, but the normal process of positioning military assets is usually discussed with the CINC.

In other words, they do something lots of news folks do-they sell an interesting story that may not relate the facts well. I don't think thats a propaganda play, just poor reporting for drama.

How does he know where the Bush is? The 5th fleet area of responsibility is MUCH larger than the little Persian Gulf. It covers the Arabian Sea, the Gulf of Aden, the Red Sea AND the Persian Gulf. The Bush could have been ANYWHERE within that area. No one on this board - least of all Mircea - knows exactly WHERE within that area of responsibility the USS Bush is at any given time when it's at sea. The Bush could very well have been off Somalia at the time (a hot spot area that is ALSO within the 5th Fleet area of responsibility).
I think the Defense Secretary knows more about WHERE the USS Bush is at any given time than Mircea does. The wingnuts on this board just seem to write the first thing that comes off the top of their head without even giving it any thought whatsoever (and it SHOWS).

PS: Well, in doing a little bit of quick research it didn't take long to validate that apparently the USS Bush was in the Arabian Sea at the time it was ordered into the Persian Gulf. As I said, Mircea had NO CLUE where the USS Bush was - and apparently didn't even seem to realize that the 5th Fleet area of responsibility included MORE than just the Persian Gulf.
