Inconsistencies of Victim-Blaming (minimum wage, Palestinians, illegal, drugs)

Are the following right-wing victim blames inconsistent to your reading eyes?
A. Blaming the jobless for being jobless, while simultaneously blaming "the ilayguls," minimum wages, and "corporate taxes that penalize job creators" for "stealing their jobs away?"
B. Blaming individuals for not being well-educated ("shoulda tried harder, you live in the land of opportunity") while simultaneously blaming the public school system, teachers' unions, and the Department of Education for "failing our kids," and claiming that we'll only be able to truly educate people if schools are privatized, while also regarding colleges and universities as useless "liberal indoctrination brainwashing camps?"
Also, contribute any others you can think of. If you're a right-winger it can be "left wing inconsistencies of making victims out of people who aren't really victims, like those ungrateful Palestinians and welfare queens" or something.
I think there needs to be a balance between absolving the individual of responsibility (wrong) but also blaming them for being victims (also wrong). The politics of the country have,sadly polarized these issues instead of trying to compromise and solve problems. Some things are in the person's control (not using drugs),others,such as growing up in extreme poverty or mental illnesses, are not.
Neocons need scapegoats. Everything they've done has been or gone wrong. Despite preaching about it all the live-long day, they take no personal responsibility whatsoever for the poor decisions that they've made. They need to dump the burden of responsibility off on others. Just about anybody will do...
It's a reflection of sad, hatefull, bitter little minds. People are angry and funneling their anger at the victims, not the perpetrators. Illegals and the undereducated and underemployed are as much victims of all these neoliberal economic policies as they are, but they instead decide to side with the people in power. It is what was called at one time "useful idiots".
I think there are many conservatives who blame the poor for their condition, also. So many things are a result of happenstance: Disease, crime, injuries, bad luck. Anyone of these can send a person from the middle class to public assistance. Lots of lower income folks work several low-paying part-time jobs (with no benefits). You see them between report times talking with friends on street corners. Then people not from the area driving past in cars say: "Look at those goof offs! Why don't they go get a job?"
We conservatives are all sitting high on the hog with our college degrees in our perfect houses wondering how many times the lower class will be taking our precious taxes. What trash. Why don't they go get a job? Why didn't Bill Clinton and Monica Lewinsky take their unbridled passion and do something about those awful people?
