Pierson has been in the Secret Service since 1984. She had a lot of duties and responsibility Including presidential protection that suggests she was qualified for the job as the director of the Secret Service.
I don't see how Pierson could have raised money for Obama since that would be against civil service rules. Do you have facts to show she did?
I think Pierson was promoted into the job to try to repair the image of the SS after the prostitution scandal in Columbia. Her gender was likely a factor.
But we see now that she was terrible at her job and resigning was the right thing to do.
There was a lot of damage to repair given what went down under her predeseccor's watch:

More important as it relates to security was how someone managed to fire 7 shots into the WH and break windows and the SS perceived it as car backfire. 4-5 days later a maid discovered the broken window glass.
Then there was the uninvited dinner guests at a state dinner. It's chronic CYA. Who knows what breaches have gone down over the years that were never made public.
The presidential detail is the most visible function of the SS. Most SS employees do not serve in the protective end of the operation.
The first family was not home and it seems to me the SS went into a relax mode.

There is no federal law that precludes an employer from asking about prior convictions. What is unlawful is not hiring someone based on the prior conviction if it is unrelated to the job.
As it relates to this contracted security guard, the SS should not have allowed him near the president, conviction or not.
she was a political appointee. She had no experience to be in charge of security for the president.
Do your homework.
She was a high ranking officer with 30 years of presidential detail under 5 different presidents.
In the end, it appears she was as ineffective as her predeseccor in making a difference.
