The governor of NYS doesn't give a crap of the people of the area. It's mostly smaller towns south-west of Buffalo. If it's not NYC and the surrounding area, or Albany, the rest of NYS can go F themselves as far at that governor is concerned. Jr. is no different than daddy.

What do you want the federal government to do? Call up the Federal Snow Plow Depot 'cause it has idle drivers standing by? Bus welfare recipients up to Buffalo with snow shovels?
It's Buffalo ...in winter ...with snow. They can handle it, they haven't asked for aid.

OP, perhaps you should learn how the government works if you're going to live in this country. The President doesn't make these decisions. The state has to request for assistance.
Buffalo is used to big storms. Not necessarily this big, but they are well prepared for snow storms.
