You used "never" for a practice that in our life time was standard. And I suspect it went on for a long time after 1960 and may still be used in places today.

You have the benefit of looking at the video with time to make that judgment, the police officers got a call that there was someone in the park with a rifle.
The caller said the boy was sitting on a swing, pulling a gun in and out of his waistband.
"The guy keeps pulling it out," the 911 caller said. "It's probably fake, but you know what, he's scaring the (expletive) out of (inaudible). ... He's sitting on the swing right now, but he keeps pulling it in and out of his pants and pointing it at people. Probably a juvenile, you know? ... I don't know if it's real or not, you know?

Notice there is no particular sense of urgency in that call, nor was mention made of a rifle. There was plenty of imprecision in the call.h

This was a sixth-grade kid. Do you really expect the average sixth-grade kid to respond in precisely the right way to a fast barked command from any adult? If you shouted for a kid to duck, he'd probably look around instead.

The question is: What was in the 6th-grader's mind? Do you really think he was reaching for what he knew was a toy gun in order to shoot the police?
If not, then clearly he was confused or didn't understand what should have been the proper response to the command being so quickly barked at him. I've been a Scout leader and led other youth groups. I can tell you for certain that little boys usually don't respond accurately to sudden unfamiliar commands from strangers. Their brains simply aren't working that way yet.
People keep saying the should have assessed the situation first. The officers said they watched the kid looking at the gun while seated on the bench, and then watched him put it in his waistband. So yes, they did observe before engaging the suspect. If they would have contacted him from a distance, he could have pulled the gun and then they could of had a potential standoff. They elected to prevent that by rushing up and surprising the suspect while the gun was still concealed.
No, there would have been two police officers pointing at one person. That's not a standoff, that's a dead perp.

I will admit that I am wrong when you do. Personal testimony? Highly doubtful. The military does not train to shoot in an inward facing circle, they train to look at targets that are not them. Additionally, unless on the range they do not use live ammo.
Did you look up the term RIC? If so you grossly misunderstood the information and method of training.

But a BB gun is not a toy gun since it actually shoots pellets. And it looks like a real gun.
