Republicans have a majority and can move anything they want forward. They do not need Democrats.
Last week, Pelosi trumpeted the leverage her party had in the negotiations. Pelosi also refused to say whether she'd vote for the measure as it now stands. "We'll just see what it is," she added.

Which doesnt change the fact that Republicans are in the majority.
And whats even worse is that they realized they may need Democratic votes and still attached riders that they knew Democrats wouldnt vote for.
Republicans sabotaged their own bill from both sides.
Boehner needs to get this Bill passed before new Congress arrives. The new group will have fewer Blue Dog Dems and more Tnuts to try and corral. He will need even more Dems to help avert, yet another, Repub Shutdown.
If there isn't enough money to pay a bill they will shut the service off. So we don't have enough money so shut if off like anything else. If we let them shut down because they once again ran ran out of money maybe they'll at least try to get spending under control.
Something is wrong when people would rather keep feeding the money hungry beast instead of letting them learn the lesson the rest of us have to.

There are 234 Republicans in the House of Representatives. So who else would be responsible for that shut down ????????
The whip count says they need 70 Democratic votes to pass this bill, that means about 86 republicans are going to vote no.
So who else would be responsible for that shut down ????????
