Just off the top of my head I would guess it would take $300/$500 for fill dirt.
I would think this would be a routine maintenance task at a cemetery. Imagine if you were looking at burial plots. Would you bury your family member at a cemetery that can't perform the most basic tasks? I don't agree that fill dirt would cost them $300 to $500. This is a cemetery. We don't have to agree. If you are determined to find some kind of nefarious plot or conspiracy--and it seems you are--then you will see exactly, and only, what you choose to see. That's how conspiracy theories work--ignore the logical and focus on details that are meaningless. And then beat on them incessantly.

I would think that this would be routine maintenance at a cemetery. I am sure they would already be in possession of the proper equipment such as a backhoe as well as the proper materials, dirt. This is the crux of their work. This is not a special pet project.

It's not logical at all that they have waited 5 months to fill in the hole. You can make up excuses and explain away the unexplainable but that doesn't defer from reality.
Nothing to do with one's skin color and being told to go to the back of a bus. You are being beyond silly.
But there's no goal and no profit in making it anything but a black/white issue. They're going with what has worked in the past rather than address the underlying causes.
