While the right loves to give California grief, lets see how Kansas is doing.

Kansas Governor Proposes Using Pension Money to Cover Budget Gaps Created By His Tax Cuts

Oh.

Apparently since the courts there have said you can't make the population less educated, the solution to blowing your budget away by giving massive tax cuts is to.....underfund your pension more, despite it being among the worst funded in the US.

Maybe they will suggest some more tax cuts to resolve their funding problem.

California ranks..you guessed it... 50 out of 50.

From you link, Moody ratings is the only survey that has meaning.

Pension only 56% funded and now that want to take income earning money to cover budget shortfalls, they are making a bad situation worse.

Kansas had funded just over 56% of its pension
obligations as of 2012, worse than all but five other states. Additionally,
Moody’s has a negative outlook on the state’s credit rating, citing both the
state’s underfunded pension, as well as its plans to eliminate income
taxes.

Still not as bad as CA though.

CA is leading as the worst state in several categories.
In it's heyday, CA was top dog.

Why is it people I argue with here always cherry pick data? Lets look at the 2014 data instead of 2013. Oh look they went from #11 to #21

The Best and Worst Run States in America: A Survey of All 50 - 24/7 Wall St.

They even comment on the cause in the most recent one:
Quote:
However, Kansas had one of the nation’s lowest pension funded ratios as of 2013, at just 56.4%. Recent income tax cuts have, according to many observers, caused the state to miss revenue collection estimates and may force it to cut expenditures to keep its fiscal house in order. In August, S&P cut the state’s credit rating from AA+ to AA and identified recent income tax cuts as a contributing factor.

You mean California that went from #50 on the list in 2013 to #30 this year?

I just checked and Kansas is still there.
