The financial burden is mostly borne by the US. The Supreme Allied Commander- Europe must be an American. It is the US who has garrisons in Europe, not the other way around. I reckon that give us a bit more leverage.
Of course, this results from being the most powerful member. Should the US decide to withdraw from NATO, I doubt Canada, Belgium or Luxembourg will fill the void.
^ I agree what you are saying Moth about the importance of the US to NATO but you would be on a stronger footing if the United States could somehow get Turkey to let Finland and Sweden join NATO. We cannot force Turkey even do that.
This is because even smaller countries (smaller then Turkey) can veto many of NATO's actions.

NATO is a voluntary organization. Each country has a vote. That has been the case since 1949. The Swedes and the Finns know that.
I do not agree with the Turk's reasoning but it is not like a Turk is going to be SACEUR anytime soon.
