Does anybody know where I might find online the policies and procedures manual which governs the officers who issue parking tickets? I tried LADOT website and there is nothing. I need the rules that the officers must abide by.

lol not sure about LA, but here in NY, you can pretty much pretend they're invisible.

They are civilians who work for LA department of transportation...I would contact their administrative division about where you can view their manual of policy and procedures
If you are talking about police officers then LAPD has their own manual ...it is very large and is available at parker center
Police cars have exempt plates and are generally exempt from traffic laws... you can read about the exemption in the DMV manual ..which is online

Traffic control and parking enforcement are two separate entities in most all cities. Traffic enforcement is police officers, parking enforcement is 'meter maid' civilian. Decades ago, police officers were required to issue 'expired' meter parking tickets. Police unions balked at being revenue generators to fill a monthly quota. Cities formed 'parking enforcement' units with less paid civilians. In NYC, they generate millions of dollars a year for the city. In my downtown area where there are one hour signs, they ride around a in 3 wheel and tag tires with a chalk bag on a stick. One hour and one minute gets you a ticket. They have a quota to fill also.
