Not that they have control over the cities, but what they do have is influence over the population in those cities and everywhere else too. The President (any President; not anyone in particular) can tout education, self responsibility, and giving back (remember Kennedy's, "Ask not what your country can do for you, but what you can do for your country" remark?) every chance they get. Instead, our sitting president and other before him, along with the help of the media, make news ops with their bracket picks, golf outings, shooting hoops, and honoring of sports teams and players at the White House. Maybe if there was less attention given to sports and entertainment and more emphasis placed on education and self pride and reliance there would be less people following the gangsta culture that's currently filling the vacuum.
The 'gangsta culture' has been around for a while, I wouldn't even say it's more prevalent now that it was 10 years ago.
I agree, the focus on unimportant people by the media is stupid, but again, this is a problem that predates Obama. It's a cultural one. We can blame the media and the government all we want, but the sad truth is, people actually do care more about the Kardashians or the NFL than they do about what the government is doing. I agree, the media and government to have a moral responsibility to change that, but so does the public.
And yeah, violent criminals should go to prison. That makes sense, and I have no problem with that. I do have a problem with draconian prison sentences and mass incarceration though. When at least half of the prison population, which would about 1 million people, are in for non-violent crimes, serving insanely long sentences, I start to take issue with that. And frankly, even some of the more serious crimes are met with extremely long prison sentences. Life without parole for example, I see no constructive reason for that to exist. No doubt that some people should be in jail for life, but that shouldn't be something we dole out so easily. The US has over 3,000 people serving life without parole, while the UK has less than 200, despite crime rates not being significantly different between the two countries.
And frankly, lets say you've got a violent criminal: how motivated to control their violence do you think they'll be when you say 'we're never letting you leave.'
Our justice system is a joke, and we are a failure as a country for allowing this to happen. Non-violent crimes serving comparable sentences to violent crimes is pure evil. If we want to address violent crime, and we should, perhaps we should actually do that instead of creating feel good strategies that delude us into thinking we're addressing a societal problem.
Our justice system is indeed a joke. There are far too many criminals going through our revolving door justice system. I believe small drug offenses don't deserve jail time unless they are busted for robbing to support their habit. We need to make room in our prisons for home invaders, robbers, and violent criminals, and they should be behind bars for longer sentences. We have far too many repeat offenders. Our incarceration rate is directly responsible for the decline in violence stats since the early nineties.

Weed should not be an offense that puts people in prison. Prisoners for weed offenses should be released to make room for thrives, robbers, rapists, and violent criminals. I don't believe in the war on drugs. However, ending it will not reduce the demand, and I don't see why it will effect the violence that you refer to.
