Judge Ronald Adrine of the Cleveland municipal court said there were grounds to prosecute officer Timothy Loehmann with murder, manslaughter and reckless homicide in the death of Tamir Rice.

Apparently, Ohio has a law that allows anyone with "knowledge of the facts" to bypass the police and go directly to a judge to request an arrest warrant. Every state should have a law like that. It would take the ability of the police to judge their own out of their hands.
