One reason for the rise is an improvement in how maternal deaths are reported, though Kassebaum said the numbers are still likely underreported and mischaracterized in the codings included on death certificates.
Equally significant is an increase in the number of pregnant women who have diseases that contribute to a higher-risk pregnancy, such as hypertension and diabetes, said Kassebaum. He said there also has been an increase in mothers whose pregnancies are riskier because of conditions like heart or neurological diseases who might have died in an earlier era but who now are surviving into adulthood.

I do not understand the maternal death thing. Pregnancy automatically qualifies a low income woman for Medicare and other welfare benefits. 70% of us adults are overweight/ obese which increases vulnerability to otherwise preventable diseases. Is weight a factor? Is substance abuse a factor? Something else?
Not sure what the level of women's participation in government has to do with anything.
Is there any POSSIBLE reason they might not be an exactly neutral resource? They are about as anti-American as Salon or Huff Po.
The actual study is conducted by a British charity, Save the Children. This is the organization that claimed the CIA was posing as healthcare workers in Pakistan giving out fake vaccinations.
