I saw someone do this and ran into them inside the store. Spur of the moment, I went up to them and said "Hey do you drive a blah, blah (can't remember their car) and after they said YES, I told them, well you better go outside because they are towing your car. They dropped everything to run outside. Car wasn't being towed but hope it taught them a lesson!
I have a handicapped tag I can hang from my mirror that I might use twice a year at most. I have a back problem but when I can I park far out in the lot preferring to walk for the exercise. When my back really hurts, usually because I put off getting an epidural, I'll go ahead and use it but it is only at last resort.
As far as the people of San Francisco are concerned it needs to be recognized they are different from us as they appear to feel powerful when involved in something as petty as this.

e. Public Shaming.
f. Start threads in forums where people probably don't park in handicapped spaces so I can show my supplication to the popular outrage meme of the moment, therby signaling for my inclusion into the correct social group strata.

It's not worth my time. I don't have enough details to act nor am I a meter maid. Perhaps a disabled person forgot their tag or had a license plate mixup in the DMV or borrowed a friends car without the right plates, point is just seeing a car like that, one doesn't have the full story.
And besides: even if the car has the proper tags and the person looks able-bodied that doesn't mean they are abusing it. Things like heart conditions, arthritis, MS, etc are not visually apparent.

Man: "Ma'am, what's your handicap?"
Healthy Lady: "Huh? Why would you need to know?"
Man: "You seem perfectly healthy."
Healthy Lady: "Oh, thank you. Actually, my handicap is 22"
Man: "22? No, not your golf handicap, you are parked in the handicap spot. Doh."
