yep, the legal carry of a shotgun is not the problem. its when he loaded and racked the slide that created the crime of brandishing. there are a number of offenses they could have been arrested on.

It told me that the person who chose the picture, most likely not the reporter, typed "two guys with guns in a store" into a image database.
