Maybe a better question is why it took so long to create the policy?

Email became commonplace in the early- mid 90's. It took this department 20 years to create the policy to ban using private email accounts in April, 2014 and apparently it will more take time for this department to comply with their own policy.

Not sure why anyone would use department hardware to access their private email account when they could use their personal device to do so, 24/7.

Many businesses have been blocking access for years. They remain very aware that employees continue to use personal devices to tend to personal affairs and to communicate with each other about business activities.
