So much is written about how bad American schools are, especially in urban areas that are predominantly black or Hispanic. But it could be worse... a lot worse. The goal of No Child Left Behind was to eventually bring every single student up to "proficient" level. In Puerto Rico the percentage of public school 8th graders scoring proficient or better in math is zero.

The irony in that is that Puerto Rico is about as white as the United States is. At 75% white as per the most recent census, Puerto Rico is a white country.

Have you seen the slums and hovels in PR? They resemble those in any third world country. Plus, iguanas are overrunning the island, having no natural predators.

Puerto Rican indolence is the only reasonable explanation for their problems. They have a lazy culture. They don't care. It's a 500 year old country that has never once done anything.

It is odd about PR though. I wonder what is going on there.
I admittedly don't know much about either islands other than they both have very large public housing authorities (I work in public housing consulting). Not sure about US VI but about 80% of PR residents live in public housing. I was shocked when I was told this once at a training. Their housing is also not as good as it is in US VI.
