He called it the "second most effective Republican-majority Congress in modern history," and he used numbers to make his point.
"The 30-year average is 7.4 percent of the bills get out of committee; this Congress is at 10.1," he said.
"From the bills passed, we are 190 bills already through in this Congress. The average is 125.
Obama has only used his veto pen FOUR times during his entire presidency... FOUR!! this means the Republicans only send Obama bills he will sign. If Obama even utters a disgruntled 'harrumph' the repubs go squealing off in all directions with their tails between their legs, and bring back a bill Obama will sign.
You'd have to go back to the presidency of Millard Fillmore in 1850, to find a more compliant and accommodating Congress.
Franklin Pierce - 9 vetoes
Ulysses S. Grant - 93 vetoes
Grover Cleveland - 414 vetoes
Theodore Roosevelt - 82
Franklin Roosevelt - 635
Harry Truman -250 vetoes
Ronald Reagan - 78 vetoes
George H. W. Bush - 44 vetoes
Bill Clinton - 37 vetoes
George W. Bush 12 vetoes
Obama - 4 vetoes
And some of these presidents only served one term.

You do realize that this has only been an R congress for less than two years. Prior to that, for six years Reed ran the Senate and for four years Pelosi ran the house. So, for most of Obama's presidency he got exactly what he wanted from his lap dogs. Remember they passed ACA before they knew what was in it?
Let's be honest here, the pubs really can't do squat even though they have the majority. If a bill can't get out of the Senate, it can't be vetoed. Thank the Dems for this.

Now who's the party of NO?
Yes I know the old "we're only one half of one third of the government" excuse. And that whiny little Boehner repeated that back when he controlled the House of Reps. So the voters gave the repubs control of the senate and the House, and they still whine and complain, and refuse to send Obama a bill if they think he might not sign it.
They're the most effective at getting steamrolled by Obama and the Senate.
The Senate is congress.
amnd be truthful Obama has not steamrolled anything.
