Depends on which subject you are discussing, since the question is really "At what age do you qualify for certain privileges/rights/options/responsibilities in our society?"
Privilege/Right/Option/Responsibility -- Age when you can (potentially) exercise the privilege.
The right to not be aborted -- Beginning of 3rd trimester (approx.); when the fetus is old enough to survive outside the womb.
The privilege to drive a car -- Age 16 (depends on the State).
The right to vote -- Age 18.
The option to join the Military (i.e., selling yourself into slavery for a period of time) -- Age 18.
The right to slowly start recouping the hundreds of thousands of dollars you probably paid in Social Security taxes over a lifetime of working -- age 65 (if you were born before 1959); age 67 (if you were born in 1961 or after).
Finally, the right to have your political opinion matter in government decision-making -- When you join The Ruling Class via (1) being elected to political office, joining the Corporate Elite (CEO, VP, Board of Directors), reaching adulthood in a Ruling Elite family, or having enough personal wealth to either buy politicians or buy media coverage pushing your agenda.

Meaning, According to the Bill of Rights, there is no age limit, for the right to KEEP & BEAR ARMS.. NONE!

At conception, but that's only because my mom was a conservative. If she were a liberal, I would have been a mass of tissues till I was born or aborted.
