I did watch it and I think the Sheriff or whatever he is is being slightly disingenuous. How many school shootings have occurred where the shooter had an opportunity to arrange his spare magazines on a table before he started firing?

It would be the honest citizen that would be delayed in deploying
his spare magazine. Someone with ill intent could stage magazines in a
tactical vest, accessing them as quickly as if they were laid out in front of him.
