Well, of course they're not.
It has never happened before and NO amount of training, preparedness........would prevent the REALITY of such a catastrophic event!
There's only sooo much "preparedness" anyone can muster........it would NEVER be enough.
This pertains to PREVENTION.

Now.......CONTAINMENT and all the "after-effects" of such an attack on various locations SHOULD warrant hypothetical scenarios of the BEST possible way of dealing with such an event.....and that capability is available.
Just don't know to what degree they choose to analyze various scenarios.......but they SHOULD.
Either way.........IF such an event took place, it would be devastating and emergency preparedness can only handle so much......which wouldn't be much in the liklihood of such a thing.

A better question would be "How many Americans have given any thought to their preparations for any number of emergencies that could occur?"

And I don't mean "a can of Fix-a-Flat rolling around in the trunk" type of emergency.
