Something else here: many of us here in the US, Europe, Japan and many other places back about 40 years ago had it pounded into our heads that having big families was nothing but trouble and, we took it to heart. Hell; even Mexico's birthrate is barely above replacement level in 2015 and, still dropping.

Might be in Mexico but the Mexicans here don't have any trouble with having 5-6 kids.

If the people in Western nations cannot afford to have children, then how can they afford to have refugees?

I thought overpopulation was supposed to have been a problem.

I'm going to assume you mean how would we replace the illegal immigrant workers in the US.
The free market will take care of that problem. If the demand goes up, then the wages will have to follow.
I'ts simple. People are crying about how the minimum wage needs to be raised, this would help fix that problem.

A low birthrate doesn't lead to downfall, a high birthrate like the 3rd worlders leads to it overpopulation, poverty, crime, pollution, inflation etc.

If you want to talk about policy encouraging increasing birthrate, not that would necessarily be a good thing, then that's another issue.
