I hope Congress has the sense to do this, but I doubt it.
Well, he is right about this:

Congress has been silent, even as Republicans are all over the media criticizing the president. It would be nice to see them actually stand for something, but with this do-nothing Congress no one expects anything any more. They are worthless.

That's what I'm afraid of. They are all talk and no action. Has America ever in history had a more do-nothing government, from the President on down?
EXACTLY! That is an absurd idea! Unless there is a global coalition that all agree to provide troops to the effort (like Desert Storm) and until there is a direct act of war against the US, it is completely illogical for us to declare war on ISIS.
They beheaded Americans, doesn't that and their threatening future attacks count?
Not under this administration. Seriously, though, we are not in a position to declare war on ISIS. We can certainly support any of our allies, should they ask for our support and they declare war, but this is not America's fight at this point.
Isis is more or less a ideology... global shira law, a world wide caliphate.. a creation of another ottoman empire. The way I see it, Its declaring a war on a idea other then cause of it.

We assassinated plenty of them.
and no, threatening is not reason for a declaration of war.
Doesn't North Korea threaten to nuke us like once a month now ?
9/11 was when we declared war..actually invoked Article 5.
The attack was on US soil. And it happened a month after the 9/11 attack.
This is France's war if they want to declare it. The attack happened on French soil.
The ball is in their court no matter how bad American politicians want to steal it.
