Why not just settle them in a state that wants them?

As a result, the lawsuit said Texas asked the IRC if it had plans to resettle Syrian refugees to Texas. It also said in the letter that Texas, "until further notice, will refuse to cooperate with the resettlement of any Syrian refugees in Texas."

Actually the fed Guv has no right to make immigration laws (other than standardization of the naturalization process) guess what that means? Yep, it's up to the states.

All the constitution says about immigration can be found in Article I, Section 8 which says: “(Congress shall have the power) To establish a uniform Rule of Naturalization.”
That's it.

Oh yes. That imaginary "border" that people can walk over anytime and get arrested, then get brought to a shelter and get fed. Then claim asylum and then disappear into the country while they wait for a judge to deport them......
