Well, it could be because Obama sent a AUMF request to congress that would permanently preclude his use of ground forces against ISIS for the duration of the conflict:

AUMF

(c) LIMITATIONS.—
The authority granted in subsection (a) does not authorize the use of the United States Armed Forces in enduring offensive ground combat operations.

Obama isn't interested in gathering the tools to fight ISIS... he's seeking political cover to run out the clock on his presidency.

What that provision means is that the passed resolution couldn't be used as an open-ended authorization, as critics of the 2003 resolution stated. It means the president would have to go back to Congress for expansion of conflicts.

How can Congress seriously object to a requirement that the President must go back to them for authorization of future conflicts?

So...that authority does not "authorize" the use of ground troops for combat, it does not forbid it from happening via another resolution. That is a lame excuse of the do nothing/take no responsibility congress.

Wish I could weasel out of the responsibility of my work and get paid too.

Also, I don't know where you get the impression this would "permanently" preclude his use of ground forces against ISIS for the duration of the conflict when the resolution expires in three years.
