I didn't miss it, but it's a red herring. No one seriously thinks that vital defense production should be offshored. Britain, which embraced free trade in the 1840s, became so rich that it basically ruled the world in 1914. No wonder it was a target for a militaristic country that couldn't quite keep up. (I love Germany, but it is hard to admire their behavior between 1914 and 1945.)
