or maybe the rebels, who are being targeted and killed by Russia

The link says it is humanitarian aid to help the refugees, and will go to fund programs run by the U.N. and other relief agencies.

There is a certain amount of money set aside that the executive branch can toss out at will. Don't know if it is this or not.
