He was a security police officer. Obviously infiltrated the police somehow/maybe or possible was radicalized recently and ordered to carry out the attack due to the current Aleppo campaign being won by Russia/Assad
One of the complaints of Bin Laden and other Muslims was that the U.S. had a military presence in their holy land of Saudi Arabia. The gunman was a Turkish policeman. He wasn't a refugee.
I doubt it'll matter much where the shooter was from. Turkey is looking for a good excuse to kick Syrian refugees out. This guy may have just handed them one. He invoked Syria and Aleppo and that'll be connection enough for most.
