Because he can't pander to every foreign language, that's why. If you're going to do it for one then you need to do it for the others. Citizens at birth would learn English at least in school. Naturalize citizens are required to know English also.

My inlaws, now deceased, became citizens without speaking or understanding a word of English.
They were provided translators. This happened in the 50's. I have no idea what rules were in place at the time or if accommodations were given to Holocaust/WW2 Displaced Persons.
There are current accommodation for those age 50 or older who have lived in the US for at least 20 years.
I'm aware of that but they aren't all Spanish speakers so if we are going accommodate them then we need to accommodate other naturalized citizens from other linguistic groups who are over 50, don't we?
It's all nonsense, IMO. They can get someone to translate for them instead of placing that burden on our government to have their website in several different languages or to favor just one.
