California attracts a lot of immigrants, both rich and poor. Why? It attracts the rich for obvious reason; for poor immigrants, you think they want to go to a poor red state with no prospect? Hell no! They go where the money is, that means CA and other blue states.
Simply having a lot of poor people is NOT in and of itself a problem - as long as there is good upward mobility. Lo and behold, CA has one one of the best upward mobility system in the union!!
This isn't a case of the poor staying poor, forever stuck at the bottom, for sure there are some are stuck there, but there are many who climbs the ladder. What is happening in CA is a very dynamic system of the poor moving upward to middle class, and then more people move in to fill the gap at the bottom. This is not a broken system, if anything, this is HOW things are supposed to work.

So what if middle class is being pushed out?? Does that refute my point? No.
As long there is good upward mobility for the poor, does it matter that after they reach middle class some of them chose to move elsewhere? I don't think so. If anything, CA being the rich state that it is, should trickle down some middle class to less-rich states.

These are things that in and of itself doesn't mean anything.
That's like saying, "Hey, Joe works minimum wage!" There is no context. Is Joe a college kid just working part time to supplement his education or is Joe a 40-yr-old married with kids?
In CA's case, the high poverty rate comes with being a very attractive place for immigrants. And as long as the poor has a accessible way to move up the ladder, there is no problem.
Just like a housing expert once said: Many people hate slums, but slums serve an important purpose as landing spots for the poor. As long as they don't stay there long this isn't a problem. In such cases, slums are vital to the well being of the city.
In a land of water scarcity, lovely weather and a large cost line, it is not surprise that people will be extorted out of a good portion of their wealth, making of course the extortionists very wealthy. Of all the places Georgian economics could ever have been inspired, I can think of no better place than San Francisco.
