Prepaid cards have to be used in Mexico at a place that takes the card... its not that hard to require prepaid cards bought in the US to have special flags and when it is used by IP address or location in Mexico, its not that hard to withdraw a Border Wall Fee on its use
Actually, it is. The government can't just intercept and appropriate people's money without due process of law.
Because people can tunnel under / climb over walls. Also, illegal immigrants get here via airplane, car, and boat, which renders your "bargain" price wall completely useless. There are more effective ways to use that money.

Ever heard of tunnel sensors? The 700 mile long double wall along the most porous areas already approved by congress is not easily climbed over. We already have a section of it built and it deterred illegal immigration immensely. Most illegals are border jumpers they aren't coming any other way.

Warned us about what? The wall will be built regardless of who pays for it. I'd rather pay $25 billion for a wall than the $113 billion a year that illegal immigration costs us not to mention deterring terrorists and criminals from getting into our country.
More security would be good. More border patrol agents, electronic surveillance. A physical wall is a waste of money that's more about serving propaganda purposes than any real security use. The drug runners and smugglers already dig elaborate tunnels under existing fences and walls.
Ever heard of tunnel sensors? Most of what has been erected on the border is fencing or low walls. Put up a decent high double wall and there lays the difference.
