The government can't but rules specifying card regulations can and what fees are imposed can....

Some excemptions, If a mexican opens a bank account in Canada and Works in USA saving its money in Canada's account like ScotiaBank, the same account in Mexico can be used to withdraw the money Free of charge.

Warned us about what? The wall will be built regardless of who pays for it. I'd rather pay $25 billion for a wall than the $113 billion a year that illegal immigration costs us not to mention deterring terrorists and criminals from getting into our country.
