Err not quite. Telegraph, Telephone, Snail mail and airplanes would not allow you good enough control over a factory overseas. Telephone and Telegraph have problems with language and time zones. Snail mail is very slow and expensive. You could type an order in a website and it would show nearly instantly in another country in what ever language they speak. Email will arrive faster and cheaper than snail mail and does not require someone be present at the time of transmission like telephone, telegraph and fax. Also until the 1970ies 48 hour deliver around the world did not exist.
Borders exist but travel is faster and cheaper than before. It costs less to send an item on the boat from China than it does to carry it on the short distance of the truck due to containerization, automation and much larger ship sizes. We are not going to unring this issues quickly.
