You don't just stop old systems and processes cold turkey without any costs. There are people that will be out of the loop, there are claims and processes that are mid stream that need special handling for months if not years after.
Volume not for administration, but actual care. Unless you mean "contractors" that are doctors and nurses?
You're not stopping one system and switching to a new system.
You're stopping billing multiple payers and billing one payer instead.
By "contractors" I mean HHS vendors that process healthcare applications and claims.
I'm not going to like what they come up with so I'm good with just scrapping it and hoping people actually learn a lesson for next time.

It's a ridiculous idea... there are already 5 states where the law welcomes out-of-state insurers, and none have taken them up on it. Why? Health plans are priced according to networks and the risk pool in that market. Why does anyone think a health insurer is going to let NYC Nelly pay Mississippi rates for her health insurance, when the insurer has to pay for the expensive NYC doctors she sees? It's a meaningless gesture to make people feel some "innovation" is coming to healthcare.
Exactly. Most insurance companies contract with area providers. Who want to drive two states away for their colonoscopy to save $15/month in premiums?
Anything they come up with will be a modified ACA, I don't care if you call it Trump care but they need to find a happy median. They want to roll back the cost of the program but at the same time they don't have a real solution to capturing healthy people. I don't see tax credits being inviting for those in their 20's and I see very little in the way of addressing out of control costs for medical care.
One of the problems with the existing ACA and Medicare & Medicaid is that there is no or very little skin in the game for the patients.
Premiums, co-pays and deductibles are in there except for the very poor.

I'd like to slam the insurers as a bunch of greedy leeches too, but even they are holding their noses on this stinker.
These "free marketers" voted down the ability of people to buy less expensive drugs elsewhere.
