The linked video was Putin's response to U.S Secretary of State Rex Tillerson and the Trump Administration telling Russia that they had to choose - either side with the U.S. and the rest of the world against Bashar al Assad and his chemical attacks, or side with Syria, Iran, and Hezzbollah.
Assad was caught red handed. This is an embarrassment for Russia, who played peace maker in 2013, who came up with the deal to dispose of Syria's chemical weapons. Now his ally has used them, basically shifting on that deal and on Russia.

Actually, Vladimir Putin is laughing his ass off at American Democrats and liberals who were so easily lied to by Barack Obama and who lapped up his every word. Meanwhile, Putin and Assad were still storing chemical weapons while Democrats were having wet dreams about the incompetent Barack and his soon-to-be-successor incompetent Hillary Clinton and their disastrous foreign policy leadership.
Trump, on the other hand, just showed Putin that the USA is not playing footsies anymore. The stark difference between Trump and Obama has Putin and the world on alert.
