Sessions: Improper Tax Credit Payments to 'Mostly Mexicans' Could Fund Border Wall

1) How does he know that the recipients of improper tax credits are "mostly Mexican"?

2) Anyone filing the taxes and getting tax credits is legally either a citizen or legal resident. So, Mexico is still not paying for the wall under this proposal. If that's the case, how is ethnicity relevant?

He is probably speaking of this tax credit and yes most illegals are Mexicans.

That's insane. Just the fact that illegals are bold enough to file taxes and extract money from the IRS directly tells just how out of control the illegals situation is. They're offering themselves on a plate because they know no one will toss that plate over the border.

This is Battle #2.

Battle #1 was the Earned Income Credit (EIC) which was being used by illegals who were claiming children that lived in Mexico and were getting over $5000 refunds every year. That battle was recently won by the IRS (or whoever was pushing it, I don't recall) and they changed the rule so that people claiming the credit had to actually verify that the children lived in the United States.

There is no requirement that anyone filing taxes be any kind of legal resident. The requirement is that anyone who makes money in the U.S. owes taxes here, so yes, illegals working here illegally are required to file. Sports and entertainment people who only come here for a game/performance have to pay also.
