I did find it odd that President Trump was signing an executive order in which he directs the Treasury Department to not enforce the law. I had thought that people were against these type of executive orders. "The Law Must Be Enforced" is what I seem to recall hearing during the Obama years when he signed several such orders, such as targeting certain classes of illegals (i.e., focus on criminals).

Perhaps my memory is flawed.

He can't really direct them to not enforce the law. He can only suggest it. EO's do not change the law. I noted many times that Obama's were as big of a waste of time as Trump's.

Done to get quick attention but quickly dissipates.....like a fart.

Bingo. Either that, or they should not be allowed to receive services from gov't (police, fire, trash pickup), or use gov't business protections such as Bankruptcy Court. RCC archdioceses loved gov't when they hid from molestation lawsuits via Bankruptcy Court.
