People in general have decided that the victims' families just do not matter very much. If their suffering was REALLY important, then our countries would be responding far differently. But collectively, we have decided that, while it's sad and all, somebody having a child blown up or a spouse hacked to death by terrorists isn't too important.

(Oh, and it should be noted that some of the families themselves say of their loved one's murder, "they would want us to carry on as normal, living the way that he (or she) did". So when society hears THAT, you can hardly blame them for not getting too worked up themselves).
