I'm betting 100% of the people commenting in this thread about the supposed injustice of a city income tax live in Palookavilles where there is no danger of such a tax. Additionally, I bet these people barely even set foot in these major cities.

So you're claiming that the people whining about taxes and liberals choose to live in high tax, liberal places like NYC and Seattle? That's your serious claim? Why, exactly, are they living there? Why would they willingly live around people whose values completely contradict their own?

I've lived in San Francisco, Denver, Baltimore, Philadelphia, and travel to major cities for work. I currently live in a suburb of Philly, and avoid the downtown whenever I can. They have a relatively new "SODA TAX" which taxes sweetened drinks including fruit juice at 1.5 cents per ounce in addition to the 8% sales tax on food, and drinks. People are now driving out of the city to purchase soft drinks, and guess what. While they are at those suburban supermarkets they are doing the rest of their food shopping. Companies have had to lay off workers due to the reduced business. Nice, huh?

This Leftist from India who got herself elected to the City Council on the Socialist Alternative Party ticket, has pushed through a new income tax on anyone making over $250K ($500K for joing filers). This woman claims to accept only $40,00 of her $117,000 salary, but there are all kinds of red flags as to the accounting for the rest of her salary. This screams for a tax evasion investigation, or fraud.
It will be interesting to see how this turns out. The $15/hr min. wage she was instrumental in pushing through in Seattle has not turned out well for those affected by it, who are actually earning $125/mo. less since it's enactment, if they are lucky enough to still have a job.

City council has nine members. Vote was unanimous, council has been discussing this for a while. (And they're not the first iteration of the city council to do so.) Little pushing or arm-twisting was required by anyone, no matter where they were born.
It's actually a pretty popular idea here. But it will require a state supreme court decision in order to implement. Among other things, it's another salvo in the continuing political tug-of-war between the urban areas of Puget Sound and the rest of the state. When the time comes, it wouldn't surprise me if other cities filed "friend" briefs.

Center City Philly is booming and the Philly suburbs are dying, so it's a bit ironic that you live in Philly suburbs and are lecturing the city on fiscal policy.
Even funnier that you think someone has to be a "liberal progressive" if you believe that a civilized society should have taxes.
I agree. But as housing prices decrease, Seattle will collect less in tax revenue. And adding only lower-income residents will cost them more in social services. Result: services would have to be cut.
I have a friend who just bought a summer home there. And another who has lived there since the 80's.
Friend who just bought there said you have to move quick when a homes gets listed or they go quickly. They got lucky and agent had a friend who was listing, paid full price immediately so they didn't get caught up in buying war.
Seattle is of the fastest growing areas in the country.
I live in NV, no state taxes also. We now have a business tax now if you make more than 4 million per year, you pay a small tax. BFD, businesses are still opening.
I left a state where at the time we paid 8% business tax. The state still has people and people are still starting businesses there.
97% of people that are employees know next to nothing about the reality of what business people will do. Yeah there are greedy business people but the majority of successful business know there are prices to pay to be successful.
If you are bring home $300,000 + a year, 1 or 2% means nothing. Unless you live with some depression era mental illness. Or are greedy.
If folks in the area don't like it, this person won't get re-elected. And if folks living there don't mind and they re-elect this person...that's on them
You don't tax someone based on what they're getting out of it. That has nothing to do with taxation.
So then just go with a flat tax. Everyone pays the same tax rate. There would still be some paying MUCH more than others for the exact same access to government services/benefits.
Last time I was in Seattle, they seemed to be doing pretty well.
