The study ranks each US state’s financial health based on short- and long-term debt and other key fiscal obligations, such as unfunded pensions and healthcare benefits. With refinements in its methodology, the 2017 edition updates the version that the Mercatus Center published in 2016. It presents information from each state’s audited financial report in an easily accessible format and is the most comprehensive snapshot of state financial health to date.

Of course the red states, which get more money from Wash DC than they send in, have balanced budgets. They get federal tax dollars that are redirected from wealthy blue states like California and New York. Take away the federal subsidies from the red states and see what happens.

This shows pretty clearly that republicans are more fiscally responsible and democrats have a serious spending problem.....
It generally shows that the Great Plains and Intermountain West states tend to be the most fiscally responsible. From my observations, the type of conservatism practiced there tends to be more pragmatic than the Tea Party and whatever Trumpism is.

Figure 2 compares the New York Comptrollers’ estimates of dollars of federal expenditures received per dollar of taxes paid by state. Mississippi, the greatest beneficiary on this measure, received $2.57 in federal expenditures per dollar of taxes paid, while New Jersey, the lowest, received $0.77. According to these measure, in FFY 2012-13 California received $0.99 in federal expenditures per dollar of taxes paid, ranking 42nd among fifty states and the District of Columbia.
In January 2017, the California Legislative Analyst’s Office said by several measures California is, indeed, a donor state, but just barely.
