That is the Mayors job to have people in place to coordinate this. They had to have had a plan, for worst case... Right? They are in Hurricane Alley! Where are the big diesel's? Where is the drivers?

I think a hurricane happened, and it destroyed infrastructure that PR couldn't maintain because of the costs involved.
BTW, PR is majority tri racial, not mulatto. There are very few true mulattos in PR, those are who black and white only with little to no indigenous blood.
