Exhibition Road doesn't have a pavement, it is shared space and only part pedestrianised. There are plans to pedestrianise some further streets and sqares in London including Oxford Street, the long term plan being far less traffic and a move to better public transort and an increasing seperation of pedestrians and traffic in crowded areas, along with better physical barriers.
It seems the car eventually crashed, although if the car was used as a weapon it just shows the desperation of such terrorist minorities, who are clearly having trouble getting guns and other weaponry.
