CA is going to stash away $1.8 Billions in in the current budget for a rainy day fund. All in all, they have $8.5 Billions stashed away, enough to weather the next recession.

Pfft. Metro areas that are the engines of business in this country lean to the Democrats. That's how Hillary could win only about 500 counties, but 64% of America's GDP. Trump won about 2300 counties, but only 36% of the country's GDP. Rural counties don't produce much. Sorry, but that's the truth.
In 2015, several liberal (AKA Commie) cities and state governments banned city and state funded travel to Indiana over their Religious Freedom Restoration Act law. They pulled the same crap again in 2016, banning state and city funded travel to North Carolina over HB2.
I think it's time, in 2017, that we give them a taste of their own medicine by having red states and towns ban all state and city funded travel to San Francisco until they get rid of their sanctuary city policies!
