Well, there are building codes that must be followed, including how many people can occupy a unit/home. This is why he was cited. I think what he is doing is admirable however, you gotta comply with the laws. Maybe if he decreased how many people stayed at his place for a given time, it would be allowed.

When I invite family over for the holidays, do I need to get a permit from the city? If I have to set up cots in the basement for the grandkids, do I need the government's approval?

I don't know, do you? Like I said, I find it admirable & think there should be exceptions given the weather conditions but shrug, I don't make the laws.
