The UNRWA since it's inception has existed to pay out welfare. It has done nothing to raise the standards of Palestinians, except to give them money across multiple generations. The Palestinians want the Jews gone. The Arabs don't want the Palestinians in their country, will pound their drums for them and don't want to spend any money on them (as long as the US does, they don't).

Here's a long article to read. Its from 1961 yet it sounds like it was written today.
