Haitians were removed from a list of foreigners able to able for the visas. This has nothing to do with low-skilled US citizens. This is simply a move against Haitians.
Belize and Samoa as well, all for different reasons; Haiti was targeted for its high fraud & overstay rate.
In a regulatory filing, DHS cited "high levels of fraud and abuse" from Haitians who use the program as well as a “high rate of overstaying the terms” from the visa recipients.
Visa overstays among Haitians in the 2016 fiscal year were around 40 percent, according to a DHS report last year.
Combating fraud and abuse by scofflaws... I don't see a downside to this.

The rate for overstay is 1.4%...so even if it was double that or 3% for Haiti -- that means a total of -- wait for it..........1.5 people (only 54 people came in last year from Haiti). So let's round up to 2.
So we are going to come down hard on 2 people but let's ignore the other abuses from countries that have thousands commit fraud, overstay, etc.
It makes no practical sense at all. Not at all....it's petty.
The U.K. followed by Germany, Italy and France had the largest total number of people overstaying their travel visas for business or pleasure, among countries that participate in the Visa Waiver Program, which allows citizens of 38 countries to travel to the U.S. for business or tourism without a visa.
With Haiti in particular there were 54 work visas handed out in 2017. Yup 54...WHOA........They are getting right up there with Venezuela - - and those Canadians...lol.

If I were to look at this from a history perspective, I can say I'm not surprised. The USA hasn't been too friendly to Haiti over the years. The USA was against Haiti becoming a nation.It boycotted Haiti, and then in the 1920s, Haiti was occupied by U.S. Marines. That didn't go very well. And something more. Cuba was able to get the wet foot-dry foot refugee policy by the U.S. government. And it made sense as Cuba was under a dictatorship. Haiti was being ruled by a ruthless dictator, Francois Duvalier, aka Papa Doc. Papa Doc was as bad as Castro. Haitians that wanted out found no such welcome.

France is the country that should be taking care of Haiti, not the US.

Not petty at all. Besides, we have about 59,000 unwanted TPS Haitians to get rid of. There's no reason to allow any more Haitians into the US until the TPS ones leave.
