Or perhaps the FBI I'm particular acted outside of his control. You know, what the FBI should be doing. The threats of Trump firing the FBI and DON who dare challenge him is frightening to real Americans. While we may not always agree with the FBI, NSA, etc. they are what keeps us from being Russia and it is quite clear now Trump wants us to be another Russia.
