Absolutely. Lets not forget the purposes of this. It wasnt about electing someone specific, it was about causing chaos and a loss of confidence in our institutions. It succeeded vastly better then they expected I think.

I think how many times Trumps has claimed "hoax", "witch hunt" and insinuated he believed Putin more than he believed US intelligence agency's. The man should be labeled the traitor he is.
But apparently Hillary was that bad that her billion dollar campaign couldn't counter a single story that I only ever heard about after the election.

Seriously. And people didn't need stories about Hillary to make them decide not to vote for her. Between her name-calling, pandering, hot sauce in her purse, weird break-from-reality moments, and what have you, she damaged herself far worse than any Russians could ever have done.
You don't need to influence that many to swing an election, just a small percentage. There is tremendous detail to the indictment and backup information if you choose to read. If people believe that Pizza Gate and Obama was born in Kenya was is this so far fetched. Hillary is a perfect target, people will believe anything when it comes to her.

The problem is that the internet advertising isn't localized and can't knowingly target specific swing states which become important in real-time during election day. They made wild claims, such as Pizzagate, which were rejected by most Republican voters as well as almost all Democrats. The only way to generate eyeballs is to produce obviously false stories which catch the attention of people. Therein lies the problem. You're mostly attracting people who are already predisposed to vote for your candidate and get entertainment from trashing the opponent.
The real reason the Democrats lost is that the refugee problem from the overseas wars made immigration a major issue during the campaign. Its importance went from 41 percent to 70 percent. Immigration is also linked to other issues, such as foreign policy, terrorism, personal security (gun rights), etc., which were ranked highly among voters.
That is a clearly a failure on the part of the Obama administration to prevent Russian meddling in our election for 2 entire years.
Now we know who to hold accountable for this fiasco.
